webcam refresh image in bubble?

Hi,
I've got a refreshing network link placemark, and for the bubble description I've got a remote image (img src = "http://blahblah"). The image is refreshing on the server, but the image inside the bubble is staying constant, whatever the first image is when it loads up.

An image overlay works, but I'm trying to make it so that whenever the user opens up the bubble, they will see the latest webcam image inside the bubble. Any idea why this wouldn't refresh, or what I can do about it?
