Modeling Flooding

Hey all,

I'm trying to put together a presentation on flooding here in Philadelphia, and I'm trying to do so using layers added from ArcMap to Google Earth. But I was wondering if perhaps someone here might have done so already and be able to give me pointers on how to model the flood waters so that they contour to the regional geography as opposed to being solid objects such as a building.
