The Russian Embassy in Washington, DC. Notice how (with Terrain on) it's conveniently located on one of the highest hills around, Mount Alto. It gives them an unobstructed line of sight to the majority of the greater DC area. The Russians pitched a fit when they learned, via convicted traitor Robert Hansen, that there was a tunnel under the Embassy filled with listening devices. Well, duh! Just like we had to add a 3rd floor to the US Embassy in Moscow, it's what's expected from the other side. I think it would piss them off even more if they found out we weren't eavesdropping on them.
