Google has made a of version Sketchup called 'Google SketchUp' available for free! You can go here to learn more. You can also read this from the SketchUp guys about it.
Google has also announced the 3D Warehouse (a repository for 3D models).
And, you can read Google Earth Blog's first take on this development. You will see it is my belief we will soon get a new version of Google Earth.

I hope your projection/belief is correct about a new version of GE and with hopes it will support texture mapping as mentioned in the past.

I've written a story about how to use and submit to the new Google 3D Warehouse. The 3D Warehouse allows you to upload and download Google SketchUp (or SketchUpPro) models. 3DWarehouse also let's you submit models placed into Google Earth and a network link to let you peruse 3D models all over Google Earth.
