That isn't a graveyard of planes, nor is it a graveyard of any kind. It appears to be living duplexes, fourplexes, smaller living quarters, an amphitheatre....this would appear to be a community with bushes and shrubs planted along the roads.... there also seems to be a display of rather large monuments.... but this is certainly no graveyard.

That is on Davis-Monthan Air Force Base. It is a section called AMARC-- it stands for Aircraft Maintenance And Regeneration Center. The people that work there are tasked to reconstitute an airplane in a given timeframe, like say, 72 hours, and they have to have a plane ready to fly (of whatever type they were tasked to build). AMARC is also where 365 B-52's were tasked to be destroyed. This was accomplished by a giant 13,000 lb. "guillotine" which was dropped by a crane as mandated during the START treaty. In 1994, 75 aircraft flew away from AMARC, while 122 were trucked away. It cost $94 million to run AMARC, but cost savings for the regenerated aircraft was $994 million- a return of over 20 dollars for every one dollar spent.

Umm, maybe I missed something somewhere, but Oceana is a NAVAL Air Station. F-16s are only used by the USAF. The planes shown are FA-18s. There are a few F-14s sitting around, though they have been officially decommissioned. Probably an old picture.
