This will be a training aircraft, as used by the fire service and the like. Most airports have something similar.

I suspect it is the 707 used as a restaurant at the Tehran Aerospace Exhibition Center. . It appears to be attached to some nearby buildings. You can see a part of it here on the top of the bluff:

It is indeed a Boeing 707 converted into a restaurant and is in kjfitz's collection
