Google Earth is a program that can (among other things) display 3D models, if they are presented to it in its own Keyhole Markup Language (KML), which supports coloured and semi-transparent polygons and lines. You could theoretically create these manually in a text editor, but really the best way is to use a dedicated 3D modelling program and somehow transform its output to KML.
