Well, here's the thing I know the missalignments have been noted a long tiem ago, but does anyone from Google check this posts? I even sent an email to google earth support about a year ago, and what I got was an automated reply.
It's a shame they haven't really taken a look at it.

This compendium was set up to provide a central place to record the errors which are found. The original postings and the date they were first noted are contained in each file. Readers will draw their own conclusions about the extent to which Google responds.

The strange thing, as noted, is that the HMS Argyll (British Type 23 frigate) is visible at the dock. The company has given Google Earth the same tile with only the censored area updated. An email was sent to the imagery company to find out why, because sasroodkapje says there's nothing there to be worried about that would requre censoring.
Let me know when it's added and I'll yank the placemark to avoid duplicates.

The US "bubbles" look like water/grease/oil droplets in camera. Is there any way to determine their placements in their picture frames?

You can Open Layers Look at the bottom group called "DG Coverage" Attempt to determine which is the latest image covering the area in question.
I've labeled them as "blemishes" because I believe they are in the category where only a newer image can correct the problem.
