It's probably either a small dam or a tarn (small alpine pond).
Though maybe there is a secret UFO base below its surface.

Ohh, that! That's where it's been colored in with crayons at GE headquarters. They just didn't blend it well enough. They need to hire a real arteest, such as moi.

I´ts an impact crater full of rain water. If you walk the peruvian andes, you´ll find lots of this ponds, natural and artificial as well. Peruvians have been using those as water reserves for literally thousand of years. You can see several little water courses leaving the place.
