When folks post through the share wizard, which is the source of most of the posted files, they are required to check off a screen which says that they turned on the GEC layers to first check for duplicates. So I'm not sure if turning on the GEC layer by default would make much difference. Also, the Google Earth Help Group gets a rather suprisingly large number of questions from folks who see placemarks on their viewer and have no idea how to turn them off, even though they once obviously turned them on.
