In reading about Kelly Johnson who ran lockheeds skunkworks and designed the U-2 & SR-71 among many others I found that in 1955, at the request of the CIA, Johnson and a test pilot initiated a search to find a very out of the way place to test the U-2. They found a dry lakebed , Groom Lake. Government land is shown on maps as areas and groom lake happened to be in Area 51. They Painted runways on the lakebed. Concrete ones came later.
