Google Earth Community: Populated place names really messed up

At some point in the recent past, names which (for lack of a better term) describe certain 'neighborhoods' were apparently added to the map as 'populated places' in some locations. This is the case in New York City. I actually first noticed them when the New York Times layer was launched because placemarks referring to a neighborhood location are located/clustered at these markers.

At a minimum I think such neighborhood markers should be identified by a different icon which can be separately turned on/off. In NYC, I know that they have no legal 'existence' but in looking at a place I'm not familiar with (such as Montreal), I would just assume that they were legal cities/towns.

Perhaps they have some value if someone is planning a trip to a particular city.
