These are called flares. The following is the best explanation I've seen. It is by Frank_McVey.

It's caused by the sun reflecting from a glass/metal roof and saturating the imaging device in the aerial camera. These flares are easily identifiable, because they're always spiky and always point south.

You'll find them all over GE in high-res areas, reflections from water, trucks, roofs, whatever.
