Set base Marker Scale and Label Scale in group Markers & Labels 3. Check "Use icon scaling" , Min scale, Max scale in KMLer make proportional recalculation of symbols. True Scale = Scale from dialogue "Marker style" * Scale from base dialogue "Export to KML".
