The official residence of the belgian prime minister is not this building in the (warande)park you've mentioned in your post, which is in fact the Royal Theatre of the Parc (Théatre Royal du Parc). Wetstraat 16 is a small building across the road at the exact corner of wetstraat (parkside) and hertogstraat (the road leading towards the flemish house of parliament) (http://premier.fgov.be/nl/16/). At the other corner you can find a similar looking building of wetstraat 16 (number 18) that houses the office of the prime minister's state secretary Vincent Van Quickenborne and his Kafka institute.
