I think they're stone fish traps. The "shaft" of the arrow funnels fish down to the "arrowhead" as the tide retreats (it must be a tidal river) - the trailing edge of the arrowhead has gaps for the fish to get in and the leading edge is solid to strand the fish when the tide is out.
