Chinese aircraft carrier - Deactivated?

This is sitting wide open. I searched the forums, couldn't find a post for this. Let me know if it has already been catalogued.

One 270-meter aircraft carrier, with a number of helicopters and jets on the deck. Various jets parked on the landing next to it. Judging by the construction around it this ship has been deactivated and a park is going up around it.

Nearest towns are Tanggu, Hangu and Caijaipu.
