Its bad for all underwater life, has no respect for non-edible species or young ones, hence it is prohibited. I've seen it in use near Bahia Solano, Colombia, and its amazing (and sad) how, on a large radius (some 10 meters with a small charge), all fish, small and large, come up to the surface dead. Also other creatures... The shockwave... I am unsure of its shape, it was more like a whole area of water jumped up, but I don't remember an outgoing, radial wave like these - maybe this is not caused by this, or because of my point of view I could not see it, or I just did not notice and was focused on the guy using it.
