Probably putting in a housing or recreation development.

"toyosaki project bunjoochuu" which means something like "lots for sale - available now at toyosaki project".

That area of reclaimed land is part of a large project to build a bypass highway to the airport. If you look closely you can see where the highway will be heading north across the various portions of reclaimed land. The writing is intended to be seen by passengers in the many aircraft that takeoff and land over there every day.
