From your Zimbabwe Times link, this lecture from Mugabe regarding sanctions by the EU:
Mugabe said he hoped other countries in the European Union that have a relationship with his government would start breaching the sanctions as opposed to waiting for an official declaration from the European Union.
There are other ways also we can pursue diplomatic relations with other countries, he said, some of the countries in the European Union which will want to have relations with us.
And if they can start breaching those sanctions and cooperating with us in our economic field that would lead to the sanctions being undermined and eventually getting lifted.
What economic field? Mugabe is so delusional that he actually believes there are countries just waiting for sanctions to end so they can do lucrative business in the country he has destroyed. He is also waiting to see if Pres. Obama will be as mean to him as Bush was. Poor little fellow - I have a feeling he will take a worse beating from Obama.

Your Firday morning humour
Robert Mugabe goes to Israel on a state visit (ok this is a joke). He suffers a heart attack in Jerusalem and dies. The undertaker tells his entourage You can have him shipped home for $ 500 000.00 or have him buried in the Holy Land for $ 500.00. After much discussion the entourage decides to have Bob shipped home. This confuses the undertaker. Why would you spend all that money to have him shipped home when you could use it to buy diesel, food, generators and medicines for the long suffering people of Zimbabwe?
The Zimbabweans replied Long ago a man died here, was buried here and three days later he rose from the dead. We just cant take that chance.

Because the water and sewer systems have been collapsing for years due to lack of money for maintenence and upgrading, raw sewage runs down streets, contaminates the water supply and causes a cholera epidemic. Hospitals, schools and businesses have been closed from lack of clean water and supplies, and hyperinflation.
The outbreak is yet more evidence that Zimbabwes most fundamental public services including water and sanitation, public schools and hospitals are shutting down, much like the organs of a severely dehydrated cholera victim.
Zimbabwes once promising economy, disastrously mismanaged by Mr. Mugabes government, has been spiraling downward for almost a decade, but residents here say the free fall has gained frightening velocity in recent weeks. Most of the nations schools, which were once the pride of Africa, producing a highly literate population, have virtually ceased to function as teachers, whose salaries no longer even cover the cost of the bus fare to work, quit showing up.
