In this particular instance, it looks like the Imagery Engineers updated to imagery that was captured at a later date and then found out that it was of poorer quality, so reverted back to the earlier but better quality imagery.

Each imagery update involves a huge amount of data and every now and then the unexpected can occur.
As we have seen before, imagery that is captured at later dates is not necessarily of better quality.

Just to amplify or clarify what no_stranger said, the January 2007 image IS the 2009 image...you can see exactly the same people in exactly the same positions. The August image is of lower quality, so it is not used as the default (current 2009) image.
