It is not from the tides. There are no tides on the Great Lakes, but the flow in the shorline areas can be affected by wind. It is not unusual for the water levels to rise and lower several inches during a sustained high wind.

That facility is a water treatment plant.

thats not spill pollution.

I don't think that is a spill. It is open water surrounded by ice. The treatment plant discharges warm water.

Actually that is clean water being discharged into the muddy Maumee River and then heading out to Lake Erie. It is a very big discharge from the water treatment plant so it shoots out into the river at quite a rate.
