Sorry, you are wrong. Each letter is 500 meters long. Spacelab is not longer in use, so nobody can see anything from it. The aproximate altitude of the spacelab missions were between 250 and 300 km, and that would be to high to see the letters.
This mans name is HH Sheikh Hamad bin Hamdan bin Mohammed Al Nahyan. One of the richest men en the Middle East. I have been to this Island. Its name is Fatasi Island. He owns it and a huge part is open to the public, the rest is private for his family.
