The Community corrected locations France do indeed look like some data vandalism. I wouldn't have any better explanation (but also don't have any own experience with Community corrections either).

Google's geocoding quality varies obviously by country. As far as I can tell: Yahoo provides better results in Eastern Europe. In my small exercise, I used both geocoding services in parallel and tried to capture the best out the responses.
