The location was identified by a placemark that was added to the Mapwiki (link) just before this thread was initiated. The text in the placemark's information balloon read:

Comment: A kite has fallen into this city's premier decorative fountain, and clogged up the plumbing. The smell is just awful. I can just barely read the name on the kite - something like ?it?_s?rf??

After Kite posted his answer and Java replied to it, another placemark, with the following information, was added to the Mapwiki near Groningen:
