Bascically, he said there was a limitation in the video card as to the size of the detail area. Cards with more RAM support larger detail areas. Supposedly when more computers have more Video RAM, they would add a larger detail area.

I find two flaws with that explanation. First, never assume that no one's machine has less than the needed RAM. Second, it is my experience that GE tend to start loading hi-res imagery near the bottom of the screen. (When viewing less than entire states and with north up.)
