We're sorry for the inconvenience on that one. We are actually trying to make the upgrade smoother by avoiding the "reboot" requirement if you happen to install it while the old one is still running. The collision between the installer name and program name is unfortunate (hence the "Setup" addition) but we'll try to find another way to distinguish in the next installer.

Regarding the question about broadband... .0616 is no different than prior, I think you just noticed it for the first time. If you can handle the download rate over dialup, .0616 will be no slower.
