There didn't seem to be any information in your placemark (not even a reference to the URL). If you intended to have placemarks for the webcams, they didn't come through. Be sure to do a right click on the folder containing your placemarks in order to save your new placemarks to a kmz file. Just doing a "save" from the menu doesn't work. Also, be sure to use the special icon for webcams to make the placemarks stand out from other information.
