At first S-225 system was developed as a second echelon of the projected (by V.M. Chelomey) "Taran" country ABM system. Chelomey was going to destroy massive ICBM strike by using his UR-100 (8k84) missiles. The rest nukes should be destroyed by S-225 complexes. Soon the "Taran" project was considered ineffective and too expensive and was closed. After that S-225 was developed independently. But not for long. In 1972 it development was stopped because of ABM treaty wich allows to have only one ABM system. So all efforts was directed to Moscow A-135 ABM.
