Fas have just translated an article from Russian magazine. The original of that article was also cited in many Russian internet sites.

It is just a "translation difficulties". "Launch system" means "launch complex". Assuming that "launch complex" = "launch node", we have 8 LCs grouped in 4 launch sites. (2 LCs on each) Also "launch position" is not a launch pad. It is a combination of 4 launch pads around missile radar. So everything looks normal so far.
Quote: construction of only eight launchers (!) of sixteen was accomplished
If you mean this phrase: "By 1971, construction of only four of eight radars of the project of sector radars of the Dunai type, and eight launchers of sixteen was accomplished", then... in original Russian version it sounds like: "...and 4 launchers of 8 was accomplished"

That is strange, because 4 + 5 = 9... May be it's just a mistake. Or may be it was really a 9 launch complexes, that is 4 and half launch sites. Or may be they've just hurried up and not all of that 4 launchers was really accomplished by 1971.
