But if the launching Site published in the previous link of EugeneF is realy Zhuklino than this site is obviously abandoned (now); no one - especially not in russia - would allowed such a comprehensive foto shooting at an active site.
So your consequence would be: There were two Gorgon Sites (Zhuklino and Naro Fominsk), each with 8 missiles (that would be 68 Gazelle at five sites plus 16 Gorgons at two sites and thus less than the maximum permissible figure of 100). And out of whatsoever reasons they closed (deactivated) one site (given it to public visit)....is that it what you mean, SOC?
