It did. But when the Russian Duma finally ratified the treaty, it made Russian accession contingent on continued US compliance with the ABM treaty. The subsequent US withdrawal from the ABM treaty rendered Russia's ratification of START II null and void, and since both parties were content to let it stay that way the treaty is no longer in force for either.

The START I treaty does remain in force, however; it expires in 2009. And the virtually meaningless SORT "treaty" also remains in force, expiring at the end of 2012.
