fboweb provides its data once every 15 seconds, but the previous point is given. Therefore it should be possible to move from the previous point to the last point within 15 steps of a second. I reckon thats the closest you'll get to movement.
However the given data is not all that accurate. Yesterday I witnessed a Delta Airlines plane crash into the ocean near bermuda (!). It stayed there for quite a while to continue on 9000 meters...
