I figured this one out. I did a little google on "Vanessa 45444" and guess what? Yes, she was a MPP candidate for the area or in Portuguese (Candidato a Deputada Estadual).

Very common pratice in Brazil as candidates paste their names and their candidates numbers anywhere they want, no rules here.

It looks like this picture is from 2002 as "45444" was the number she was using during that election.
