Yes, this is true, exactly because of the reason I have mentioned before: they were not allowed to have schools into Romanian, or even if they were allow, several obstacles came up.
Just another history fact .. the famous bridge in Budapest was mostly financed by a Romanian. His name was Gojdu and he founded an Association in Budapest to support Romanians to go there to study. It was intended to enforce the Romanian-Hungarian colaboration, and this is what the Romanian part aims at the moment. After the Communist regime in Hungary nationalized the properties of Gojdu in 1952, the Hungarian Government has recently sold the building to a company that intends to turn it into a commercial place, neglecting Gojdu's will which states that he wants the building to be given to use to Romanians studying there (so the legal property rights on the building)...
