Can you be more specific about what you are seeing and/or post
the KML in question? If you post just the Region element (with LatLonAltBox
and Lod) I'll tell you the behavior you will get.

And, since there have been a couple of spins of GE4 beta it does help
to post the exact build number (4.0.1694, etc).
