It is very reminisicent of the testing facilities at KAFB in ABQ NM.
(Kirtland AF Base Wiki page) (wiki article is slightly dated - it's now the Air Force "Nuclear weapons Center" but in short, the site in question is quite similar...

The aircraft is a test bed for avionics and such - they zap it with massive amounts of electricity - EMP bursts and such - to simulate what would happen in the event of a much more onerous (nuclear) detonation... If I recall correctly, they actually suspend the airframe...As I understood it, it was more that the birds that deliver such weaponry could survive it.
