Depends on the definition of "short", I suppose.

Most of the runways are about 3500-4000'. That is pretty short (typical small airport or less). According to this website the C-130 is capable of landing in as little as 1100', and taking off in about 1400'. Now, add some room for safety and load, and you are still well within the runway lengths...
