You might let the Board of Supervisors know that by closing the range, they're now liable for cleanup costs - which can be staggering. (I'm not 100% certain of this, so carefully verify this with EPA before letting the board know.) NRA-ILA says Nevada has a "range protection law", which may prevent a range from being shut down for noise issues. (Source: http://www.nraila.org/GunLaws/Federal/Read.aspx?id=74 and pages 50-52 at http://www.rangeinfo.org/resource_library/business/legal/50State-RangeProtectionLaws.pdf ) . However, it does not address escaping bullets.
