Try this kmz to improve the contrast between the data and the background. Just adjust the opacity of the whiteout and blackout overlays if you want it to look different. They are at zero order so they are beneath the data. Will try to do this with a clamped global polygon. It would be nice to have this ability built into GE, as overlays such as radar can be hard to distinguish otherwise.
