As of this morning (Sept 21) the Hurricane Rita South Central US Radar layer shows no image whatsoever, just as the eye moved into that sector. What is the proper procedure to request that this be repaired, if possible? Thanks.

The reason that you can no longer see the eye wall is because the the hurricane has moved out of radar range. No one has yet seen fit to stick a bunch of radars out in the middle of the ocean. See the image on this page for current US radar coverage. The reason you could see it so well before was because it was within range of the Key West NEXRAD (aka WSR-88D) radar site. When it gets within 400 km of the coastline again, you should be able to start seeing it again, and it will become more clear on radar the closer it gets to one of the radar sites.
If you want to see hurricane information, you'll need to consult a satellite image, which can be found in the well-done NHC thread.
