I'm getting special 404 errors from Sourceforge when I try that link.
It's not working for you because that dot at the end shouldn't be there. Go to http://xplanet.sourceforge.net/clouds.php instead and choose a different mirror. If everyone chooses the same one then they'll pull the plug again.
