sorry for your difficulties in getting in touch with us (I was forwarded a copy of your post on Ogleearth). We certainly appreciate your concerted efforts. I'd generally recommend posting to the KML forum as that tends to have the most receptive audience to more technical questions like this.

It looks like you've pinpointed the problem very well. I know we used to have problems with repeated fetches of the Panoramio pictures but that was fixed between 2416 and 2693. I've now written up your issue as an internal bug report. We'll look in to it soon though I can't make any commitments about when a fix will be public.
