Probably not intentional. This is the opposite effect you see in the water areas. It is a result of converting original 11 bit data back to 8 bit and also the response of the sensor itself. A bright area in a large dark area gets pushed to clipping (out of gamut) and ends up all white. The opposite effect occurs with water where it ends up all black. With water or solid colour blocks you can also start to see the 'circuit board effect'.
The areas indicated look like concrete so probably reflects very well and 'burns' the image. The data cannot be recovered as the effect occurs at the time of image capture.
