Here's the confusion: there are three SAM systems being discussed here outside of the Moscow ABM system. There's the V-1000 ABM, which would have been deployed outside Tallinn, the 5V27 Dal (SA-5 GRIFFON, SA-5 being reused when this one didn't enter service) deployed outside Leningrad, and S-200 (SA-5 GAMMON) SAM systems. The 5V27 Dal was the precursor to the S-200, while the V-1000, which resembled the 5V27 in some respects, was an actual ABM system. The confusion stems from the fact that the Russians advertised the 5V27 as an ABM when it was exhibited in a May Day parade in 1963.
