The Dal system with 5V11 missiles was actually never operational. These sites around Leningrad were built for Dal but never finished as Dal sites. Instead they were used for the S-200 (SA-5) system. Since the launch positions differ from those at standard S-200 sites they received a separate index of 5Zh54. (Standard S-200 launch position is 5Zh51.)
