The Tallinn Line was part of the SA-5 deployment. As to your two sites, the western one is an SA-5 site, and the eastern one just across the Russian border is an empty S-300P site. If you check my SAM Site Overview thread, they've already been marked, along with the rest of the SA-5 sites in the Tallinn Line.
