I've seen this "symbol" many times and it's no more than a formal place for photo ops of the different squadrons, etc and where significant events occur on base. Most recently, Gen. Wooley, (former) AFSOC commander landed at this spot after his "fini-flight" (final flight) flying the AC-130H Spectre gunship from the newly stood up 27th Special Ops Wing at Cannon AFB to Hurlburt Field. That's it: Case Closed.
