The Perth Hills Zone
Protection for an area of special significance


The Perth Hills have, since first settlement, often been seen as a resource rather than a place of special significance. Logging and agriculture have all modified the environment as has human occupation. Nevertheless nothing has yet managed to diminish the beauty of the area and the sense of place that is very real to its residents and visitors alike. Those residents are as special as the place - living in the Hills requires certain sacrifices. The place is not without its perils and it requires a degree of courage to settle comfortably. Those who love the place will tell you it would take far more courage to leave.

As Perth has grown rapidly from a large country town to an emerging major city, pressure on the Hills to absorb that expansion has increased. The Hills region now stands at a crossroads that will determine its future direction for ever. Suburban town sites in the Hills, planned to absorb Perth's expanding population, are likely forerunners to wholesale urbanisation. Once the bar is lowered developers have a voracious appetite and some very persuasive ways - the stakes for them are high. In other parts of the world areas of beauty, once regarded as completely safe from development, have succumbed to urban sprawl.

Many places have confronted this dilemma and some have made bold changes to secure the quality rather than the quantity of life. Our nearest major city, Adelaide, has done exactly that and determined that the Adelaide Hills are a place of special significance to all South Australians, and an essential ingredient of Adelaide's character. They have implemented a Hills Zone Plan that will secure the future of their Hills through legislation.

It is now the time for Perth to do the same.

The boundaries shown on this overlay are intended only for information to convey the outline of the Perth Hills Zone's proposed area. There may be some inaccuracies and therefore they should not be used to delineate exact boundaries.

Perth Hills Zone Boundary Description


Western Boundary – North to South
• From a starting point at the intersection of Great Northern Highway and Flat Rocks Rd, in the Shire of Chittering;
• South Along the eastern side of Great Northern Highway to the northern boundary of the Swan Valley Planning Act, at Great Northern Highway & Railway Parade, Upper Swan;
• South following the Swan Valley Planning Act’s eastern boundary to Campersic Rd;
• South along the eastern side of Campersic Rd to the Junction with Toodyay Rd;
• West on the north side of Toodyay Rd. to the confluence with the proposed Perth-Adelaide Highway;
• East on the north side of the proposed Perth-Adelaide Highway to a line running directly north from Viveash Rd;
• South following the east side of a line running directly north from Viveash Rd to Viveash Rd;
• South along the east side of Viveash Rd. to the North side of Morrison Rd;
• East to the Eastern side of Swan View Rd;
• South to the South side of Old York Rd;
• West to the Southern side of Great Eastern Highway;
• West to the Eastern side of Scott St;
• South to the Southern side of Clayton Rd;
• West to the South side of Katherine St;
• North west to Junction with Wilkins St;
• Follows Mundaring Shire/City of Swan boundary west to the Eastern side of Roe Highway;
• South to the Eastern side of Kalamunda Rd;
• South to the Eastern side of Hawtin Rd;
• South to the East side of Anderson Rd;
• South to the South east side of Lewis Rd;
• South to the Southern side of Welshpool Rd;
• West to the Eastern side of Tonkin Highway;
• South to Junction with Albany Highway;
• South along eastern side of Albany Highway to the North side of Centre Rd;
• East to the Western border of Darling Range Regional Park;
• Following south along the Western border of Darling Range Regional Park and then east along the continuing border of Darling Range Regional Park to the Western Border of Kelmscott Regional Open Space;
• South along the Western Border of Kelmscott Regional Open Space to the South side of Martin St;
• West to the West side of Clifton Rd;
• North to the South side of Gilwell Rd;
• West to the East side of Albany Highway;
• South to the Eastern side of South Western Highway; and
• South following South Western Highway to the North side of Kingsbury Rd.


Southern Boundary – West to East
• East along the North side of Kingsbury Rd. to Serpentine Reservoir Dam wall;
• East through main body of Serpentine Reservoir following the locality border to where the locality border leaves Serpentine Reservoir at the east; and
• East to meet the Eastern boundary of the Shire of Serpentine/Jarrahdale.


Eastern Border – South to North
• Northerly following the eastern boundaries of the Shire’s of:
o Serpentine/Jarrahdale;
o Armadale;
o Kalamunda;
o Mundaring;
o Swan; and
o Chittering to the south side of Flat Rocks Rd.


Northern Boarder – East to West
• West along the south side of Flat Rocks Rd. which returns to the starting point at the intersection of Great Northern Highway and Flat Rocks Rd.
